Create DAX measure that works in visuals and slicer

Please assist in building a new version of the 'School Status' measure that can be used to build report visuals and slicers. The current School Status measure was not designed for use in creating visuals and slicers. Any help is appreaciated.

Hi PBI Community - I have not been able to resolve this issue and need help. The report link contains the current School Status measure and a sample report visual that I am trying to create.  Help is appreciated.
