Create Cumulative Measure from a Created Measure

Hello

I am stuck trying to create a MEASURE that tells me the ACCUMULADO, of percentages (measure created) in relation to maintenance that will be done to some wind turbines on planned dates, however, at the time of creating the measure, this results in 100% in each row, which is incorrect. In the following image, I show the syntaxys that I put to the extent that it is NOT working for me:

%ACC TURBINES PLANNED = CALCULATE([% OF TURBINES PLANNED], FILTER(ALLEXCEPT('PREVENTIVES','PREVENTIVES'[Parque eolico ]), 'PREVENTIVES'[Fecha]<= MAX('PREVENTIVES'[Fecha])))

What I look for the accumulated to give me as a result is the following:
