Creaate a filter to display ids if it has both impressons and engagEments

create a filter in power bi using column tactic id which has ids and another column called "activity type" having values "enagagement" and "impression" , where display only those tactics in the dashboard which have both activity types values do not display the tactics if it has either impression or engagement only display tactics if both are present.
As i tried with creating calculated columns and measures but not able to get the output

applying page level filter so only the required tactics will be displayed when the filter is applied
End Result: filter out the tactics which do not have both impressions and engagements and only display tactics
