I need a formula to count certain rows in a column. In this column there are dates for example 01.12.2022. I want to count all rows whose date is smaller than today's date.

You can tackle it like this:
Create a new column like: Validation = IF(TableName[DateYouWantToEvaluate] < TODAY(), 1, 0)
Then you can just create a new measure = SUM(TableName[Validation])
Since only the rows that fulfill the logic will have a 1 you can use SUM instead of COUNT as the rest of the rows will be equal to 0.
