Counting Previous data

I have this linked to a Calendar lookup table. I am trying to show on per week and/or per month of how many projects started and completed, BUT i also need to know how many are still active and havent been completed yet that started in the past. So i believe like a cumalitive count.

I need to somehow count ones that have a completion date earlier than the Week in the calendar table. I tryed a few measures using EARLIER function, but couldnt get it working. Here is the graph i have now.

Any help would be appreciated.
