Can I get a quick Dax here please ?
Bear in mind that in actual problem, ACV and Sales Amount are not calculated mesaures.

Here the DAX for the measure :
CountMeasure =
COUNTROWS ( FILTER ('Table', 'Table'[Sales Amount] < 190 && 'Table'[ACV] <= 0.9 ) )
