Hi,

Please check the below measures and the attached pbix file.

Dax one measure: =
VAR _newtable =
    SUMMARIZE (
        FILTER (
            ADDCOLUMNS (
                VALUES ( Data[Project] ),
                "@taskcount", CALCULATE ( COUNTROWS ( Data ) )
            ),
            [@taskcount] = 1
        ),
        Data[Project]
    )
RETURN
    COUNTROWS (
        FILTER ( Data, Data[Task] = "Support" && Data[Project] IN _newtable )
    )

Dax two measure: =
VAR _newtable =
    SUMMARIZE (
        FILTER (
            ADDCOLUMNS (
                VALUES ( Data[Project] ),
                "@taskcount", CALCULATE ( COUNTROWS ( Data ) )
            ),
            [@taskcount] = 2
        ),
        Data[Project]
    )
RETURN
    COUNTROWS (
       SUMMARIZE( FILTER ( Data, Data[Task] in {"Support", "migration"} && Data[Project] IN _newtable ), Data[Project])
