    You can create a measure like

    Duplicates and blanks =
VAR SummaryTable =
	ADDCOLUMNS(
		SUMMARIZE( 'Table', 'Table'[Serial numer] ),
		"@num rows", CALCULATE( COUNTROWS( 'Table' ) )
	)
RETURN
	SUMX(
		FILTER(
			SummaryTable,
			[@num rows] > 1 || ISBLANK( 'Table'[Serial numer] )
		),
		[@num rows]
	)
