Count, Ignore Slicer

This should be really easy but I can't figure it out. I've got one card that shows a count of a column based on what is selected in a slicer, and another card that should show the count of the same column but ignoring the slicer (a total count in other words). But as you can see from these screenshots, the second card doesn't show the actual total count. I can't explain it.

This is a pivot of my data that shows the correct counts:

And here is are the two cards. The first, showing 408 is correct. That's just a simple COUNT, which respects the slicer selection. But I have no idea where the second card is getting a value of 13,295 when it should be ignoring the slicer and showing 14.037.

What is the formula for your second measure? It should have an ALL in it. Like a COUNTX(ALL('Table'),[Column])

You should be able to see it in that screenshot, but here it is:

Total Count of JRS Lag = calculate(count('Product Rotation'[JRS Lag]), all('Product Rotation'[JRS Rotation Lag]))
