Count If based on last service date and column value

I've updated the original message to ask a more simplistic version of the question.

 

I need a measure that says, look at the LAST (Max) Service Date and count if the code = 0 or 2. Sample data is at the link below.

var md = max('Table'[Service Date])
return CALCULATE(COUNTROWS('Table'),'Table'[Service Date]=md,'Table'[CPT-Value] in {0,2})

Most likely ALLEXCEPT is the wrong tool for this.

Agree, I changed the topic header, provided data and aked a cleaner question.

Code of last service = 
var md = max('Table'[Service Date])
return CALCULATE(COUNTROWS('Table'),'Table'[Service Date]=md,'Table'[CPT-Value] in {0,2})

 

 

Worked perfectly! I had to add the "" to the numbers but the counts are dead on! Thank you so much!
