When there are multiple value fields, legend is automatically generated to distinguish different fields. So you cannot set conditional formatting.
The workaround is to use other visuals, such as matrix, so that you can apply conditional formatting to the fields.
Or apply conditional formatting to data labels in Clustered Bar.
Or create 2 Clustered Bar with one value field.

Is the "Data Color" option available only for some versions of Power BI? I don't have it in my formatting panel

As @ebeery mentioned above, remove the legend field and you will be able to set rules for color.

hi @v-angzheng-msft @ebeery Thank you for your suggestion, but i confirmed there's no field under "Legend". My requiremnt is not to set different color to the bar, it is to display red color with the bar when the value is over standard value.

Hi @SarahHuang , have you added a field to the "Legend" series of the Clustered Bar? If so, I don't believe conditional formatting is available, since the coloring is already being assigned based on the Legend series value.
Exactly coloring is assigned to every value, but i can't find "Advanced controls" under "Color Data" to set up some rules for different color display.
