Conditional formatting specific quarters

Hi all,

 

Is there a way I could create this chart in Power BI?

 

Where the current quarter is a colour,

the same quarter in previous years is a lighted shade,

all other quarters are grey?

Your solution is so good, and nearly what I need.  I don't need to the currrent quarter, I need to highlight the quarter selected in the slicer (obviously in a non-connected chart).
