Conditional formatting on scatter plot title

I'm trying to change the title of my scatter plot based on the point selected. I approached this with the SELECTEDVALUE function, but it always returns the alternate result. I used a slicer to test my measure and the conditional formatting worked as expected.

 Is there a reason why it works for a slicer, but not when a point is selected on the plot? The only difference I can see is that the slicer only shows the selected point on the scatter plot while selecting the point directly from the scatter plot only highlights the specific point. I have also changed all interactions from Highlight to Filter, but it hasn't made a difference.

Is there another function/approach I can use to accomplish this?

You could turn off the title and put a card visual or text box above the scatter chart instead as the title. Basically, when you highlight one point in the scatter chart, that chart itself is not filtered, so selectedvalue will always show alternate result within that chart, but works fine if you put that measure in another visual.
