As the pic below I need to compare the values of the left table (Actual values) with the right one(Targets) using color in the left table(if the value of actual is lower than the target it turns red otherwise no change!), how I can do it in POWER BI?

You can try to enable conditional formatting feature on actual value fields and use target fields as compare fields.
Conditional formatting based on another column
If you are confused how to do it, please create some fake data with same structure core fields(row, column, value) for test.
Notice: do mask or remove sensitive data before share.

We can do this using conditional formatting.
@mussaendaI tried conditional formatting but it doesn't provide right out come! I need to compare each single value in a cell of Actual with identical data value in the Target table, please answer now as you don;t need more info to answer my question @mussaenda .
