Does anyone know if is possible to create a clustered chart using % of total and include a condition that if it is less than 5, appears in the label <5 instead of the number?

Why a clustered chart and not a stacked chart?
Currently you cannot override the data labels in Power BI but I know they are working on that. Note that it is possible to do so with external tools. Custom Data Labels in Power BI - Goodly
