Conditional format based on other column in same table

Hi all,

I am trying to make the following table in Power BI, but for some reason it never yields the result im looking for.

Here below is the desired outcome (from Excel)

So i need to color the price index based on the specific target index per country and not based on a fixed target for all.

You need to create a "flag" measure. Page 6 of the attached file.
