Conditional column error

Hi Im setting up a power Bi from excel i have an condtional column with 3 if else and showing error. This is my aim - For CCTV images: 90 seconds for 80% of initial activations received and 180 seconds for 98.5% of initial activations

Column 1 - 90 Seconds 

If handing time is lower or equal to 90 or contains operator then pass

Else fail

Column 2 - 180 Seconds

If handing time is lower or equal to 180 or contains operator then pass

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
