Hello, I am trying to do a conditional column for NPS Rating - if 0-6 detractor, if 7 or 8=Neutral and if 9 or 10, Promoter. HOwever, sometimes the rating is left blank. In that case I'd like the output to just be blank. When I remove last step and apply steps the column errors out. any ideas?

move the comparison with null to be the first step in the comparison. It might be easier to edit the code manually rather than use the "Add Conditional Column" dialog for this
In the Power Query Editor, can you click Advanced Editor (under Query) in Home Tab and see what is showing in the conditional column?
Should show as like below ... (I added new line for readability to the "if" clause)
, #"Added Conditional Column2" = Table.AddColumn(#"...", "NPS Category",
each if [#"Likely to Recomm..."] <= 6 then "Detractor"
...
...
else if [#"Likely to Recomm..."] = null then null else null)
