Conditional color formatting in bar chart

There used to be an option for conditional color formatting, however, it doesn't look like it's there anymore. Has it been moved elsewhere?

One measure , One or more column on axis. It should work

@Redraidas1 , It does not work with a legend or more than one measure.

I've tried using only 1 measure, or a column instead - still the option is not there. I don't have no lgened in there as well.
