Conditional Formatting

How to do conditional formatting in Power BI using dynamic values. I am not asking about an inbuilt feature which is currently available in Power BI which is based on the static number.

Can you provide some sample data and example? I'd like to experiment with this. Perhaps there is a way using the diconnected table trick.
