I have created a measure that calculates the Year on Year % Growth of Revenue. I have formatted the measure as percentage.
I am trying to have conditional formating where if it is a positive number, it is highlighted in green and red if it is negative. However, I am just not finding the dropdown option of "Percentage" and "Number"
I tried to alternate by of formatting by field value instead of rule, however there is no option within the field value dropdown.

You can create a measure as below for the setting of backgroud color first:
Background color = IF([YoY YTD Revenue Growth %]<0,"Red","Green")Then set the conditional formatting for the measure "YoY YTD Revenue Growth %" just like the one in below screen shot:

@alvinyong , You can create a colo measure and use it
Example. : Color sales = if(AVERAGE(Sales[Sales Amount])<170,"green","red")
