Conditional Formatting on Waterfall graph (and syncing y-axis')

Namoh , The only option I can think off is give min max value for y -axis

I've looked at that option as well, but because the values are dynamic this won't work.
Depending on the month and facility that has been chosen the max value could be 150 or 1500 (or more).
When putting the max at 1500, then the bars with the max 150 value won't show nicely.
It's currently the best option but is doesn't suffice.
Any help on the Conditional Formatting issue?
