Conditional Formatting on Measure, based on Column Target

Need suggestion.

I am trying to put conditional formatting on a measure that is based on a column. The problem is it won't let me choose conditional formatting based on a column.

The Target value is in a google sheet which I link, and Lookupvalue to the table.

Example Data:

[PC2790]

The requirement is not very clear.
