Hello - i have set a conditional formatting of >10% return blue. Buit you can see here the 18% return blue but the 12% didn't. May i know what's the reason for that? Thanks

Let's first check this:
1- on the right side of the condition, change the Number to percentage
2- Remove 100 and click outside and that number will change to MAX

When you select Percent in this dropdown, you’re setting the rule boundaries as a percent of the overall range of values from minimum to maximum.
.18 is > 10% of the range, .12 is not.

Change the left entry to >= .10 Number (.10 = 10%)
Using 'Number' looks at the value in the cell, not the range of values in the set.
