Conditional Formatting / Icons not reflecting the rule accurately

Hi,

I am trying to set a dashboard and one element is a table which is listing down the average score of each three categories (in rows). However the icons next to my values are not reflective of the rule I have identified. 

I am also sharing my data for ease of reference.

I will appreciate your help.

Hi @Anonymous ,
Can you please try with Number option instead of Percentage in conditional Formatting panel ?
