Conditional Formatting Display issues

Hi, I have a data table, with API names, policies, if the policy is enabled, there is a value of 1, if disabled a value of 0, every single record has either a 0 or a 1, there are no errors or null values. The data type is numbers.

I have applied conditional fomratting correctly, if there is a 1 show a tick, if there is a 0 show a cross. This has worked, however the formatting is not displaying on all records.

When I hover over the empty boxes, it shows me that there is either a 0 or 1, it just will not display the icon.

I have attached an image of the error any advice is appreciated.

Solution - Although whole numbers were being used, the sum of the single cells in some cases were not equal to 1. Once switched over to cell average, all cells conditional formatting was displayed correcrly.

@HarveyM Try to disable "Show item with no data" option.

This was already disabled. I enabled it, and turned it off again, but there was no difference.

There are no items with no data, every field is populated.

@HarveyM  Can you able to share some sample data which contains atleast 10-15 rows so that I can check this out at my end.

@Tahreem24 sure, I have had to upload a picture as my message automatically deletes every time I use a table. I hope this is suitable. There are 170 rows in the full sheet.
