Conditional Format

Hi Experts,

 

I want to do the conditional formatting on the column if % is less than 100 % then it should colur.

 

I tried, but it's not working pls help.

How do you create the "Finance % Total" column? And how do you set conditional formatting? Could you share us the steps?
