I currently have a matrix with measures for sales, sales estimates and success % in it e.g.

@Anonymous What I understand from it, that you wish to have conditional formatting for measure "Sucess %" which is in row. You can put this measure in values field and then apply conditional formatting. Conditional formatting is applies to value fields so you can put these columns in value field.
