Conditional Format needs column rather than measure

I currently have a matrix with measures for sales, sales estimates and success % in it e.g.

Success %	Sales	Estimated Sales
28%	209.47	748.76
18%	20.57	115.21
49%	134.36	272.59

Measures 

Sales = CALCULATE(SUM(ZFT[Sales Estimates]),ZFT[Stage]="Standard Sale")

Estimated Sales = SUMX(FILTER('ZFT',ZFT[Stage]="Standard Sale"),ZFT[Sales Estimates])+SUMX(FILTER(ZFT,ZFT[Stage]="Penultimate Sale"),ZFT[Sales Estimates])

Success % = FORMAT(DIVIDE([Sales], [Estimated Sales]),"0%")

As conditional formatting only works with columns, is it possible to create a conditional colour column for success % e.g. red if near 0% and green if near 100%

Solved with a SWITCH(TRUE(),[MEASURE] >= 0 && [MEASURE] <= 1, "Colour"). The measure was in text format and not decimal / whole number format

@Anonymous  What I understand from it, that you wish to have conditional formatting for measure "Sucess %" which is in row. You can put this measure in values field and then apply conditional formatting. Conditional formatting is applies to value fields so you can put these columns in value field.
