Conditional Format String Expression is Displaying 3 Decimal Places for 1 Row & 2 for All Others

I have a conditional format string expression set to "0.00%".

 

I have 10 rows on my clustered bar chart. For the very first row it shows 3 decimal places, but for all others it shows 2 decimal places which is what it should display based on the format string. 

 

Is this just a glitch?
