Conditional Column

i have a data set which consists of column such as session id and project id 

sessionIdprojectId

here i need to replace the null values if the session id is same and if any of its corresponding project id is not null ,
how can i create a conditional column for this ?
for example "995F966D-789D-4520-A4B0-000B09C6838A" is repeating thrice and only one row has the project id value "5211271" now for the null rows i need to replace it with "5211271" 
how can i achieve this

if(isblank([project id]), maxx(filter(Table, [sessionId] =earlier([sessionId]) && not(isblank([project id])) ), [Project id]) , [project id])
