I'd like to suggest you add a measure to get calculate result and based on this result to return specific color. After these steps, use this measure as conditional formatting fields value:
Color =
VAR temp =
SUM ( T1[A] ) - SUM ( T1[B] )
RETURN
IF (
AND ( temp >= -37, temp < -17 ),
"Red",
IF ( AND ( temp >= -17, temp <= 0 ), "Yellow", IF ( temp > 0, "Green", "Gray" ) )
)
