Is there a way for comments to be made on individual rows in powerbi without edit access?

In Power BI service, if a user leaves a comment, any filters they have applied will remain when you go look at the comment. If you are wanting comments to become part of the semantic model without them having edit access to the model, you could create a ShrePoint list, Excel file, or Power App where people could add a comments that you could have loaded into your model (just make sure you have some sort of key to join on),

In Power BI, you can add comments to individual rows without requiring edit access.
1.Comments Feature
The comment feature allows you to collaborate with colleagues by adding comments to various elements within Power BI, including dashboards, reports, and individual visuals. You can leave general comments or target specific colleagues using @mentions.
Comments can be up to 2,000 characters in length.
2.Adding General Comments
Open the Power BI dashboard or report. Click the Comment icon to open the Comments section. You’ll see any existing general comments. To respond, select Reply, type your response, and then select Post. By default, your response is directed to the colleague who started the comment thread. If you want to add a new comment, enter it in the upper text field.
3.Adding Comments to Specific Visuals
You can also add comments to individual dashboard tiles or report visuals. Hover over the visual and select More options (…). Choose Add a comment from the menu. The Comments section opens, and other visuals on the page are greyed out. Add your comment related to that specific visual.
