Column header sorting in multi dimensional Matrix

I am using Multidimensional Matrix where I have Fiscal Month as 1st Level and for each Fiscal Month I have Actual and Budget numbers. I am using excel data for this report.

 

In second level, by default, the header are displaying as Actual (First) and Budget (Second), I want to display Budget (First) and then Actual (Second). Is there any way to do the column sorting. There is some option of Column sorting in Modelling Menu option, but that is disabled.

Below is by data format. If you see row 2 below where it says Actual & Budget for each Fiscal Month. I want this to be Budget and Actual, instead of the way it displayed.
