@mdjoshua94 It will be easier if you share pbix file using one drive/google drive with the expected output. Remove any sensitive information before sharing.

Target Line =
CALCULATE ( [Total Value], Table[Year] = 2018 ) * .90

I think it works to a certain extend.
When I tried to replicate this for target line against months, I get a zig zag instead of a straight line. Why does the FY becomes 2 consistent value but not the same for the months :(?
