I was not able to replicate this in the Service either with Edge or IE 11 or Chrome. Are you using a different browser or am I not understanding what you are seeing?
Using IE11, 64-bit Windows/Office, occurs in PBI Desktop. Coworkers replicated the issue. When I click on the vertical scroll bar in a Slicer, the slicer box sticks to the cursor and moves around wherever I move the cursor with my mouse. When I click it again, it releases the cursor from the Slicer box. Sorry, maybe I'm not explaining it well.

I can't replicate this issue in either the desktop or the service. Does the same behavior occur when you click the down or up arrows? What Windows version are you on? What is the version of the Desktop?
I'm asking all the questions as it appears to be isolated to you or a certain combination of things.
I am getting this exact same issue, but on PBI desktop and when "Edit Report" in the service.
Windows 7 64-Bit , IE11 and Google Chrome.
I don't see this in Power BI Desktop, are you in the Desktop or the Service?
