I just made my problem more simple for you to understand it quickly.
I just want to find a way to check if one of the rows from column E has a value of 1 from column F. If yes, proceed to next condition.
In the image below, I would like to check if the letter A,B or C has a value of 1 from column F. If letter A,B or C has a value of 1 from column F, it will not proceed to the next condition. Hope you can help me. Thank you!

Measure = IF(CALCULATE(SUM('Table'[F]),FILTER(ALLSELECTED('Table'),[E]=MAX('Table'[E])))>0,"next condition","done")

yes , its like this if ( TableName [F] = 1, if( column = second condition),result true,result false)

No sir. It will only check the current row and not for all the letters.
Example for letter A.
What I need is to check if letter A, regardless of the row, has a value of 1 from column F.
