Hello,
I have a card visualization that has a measure on it that I would like to display as a percentage. Currently, it is appearing as a decimal and I cannot find a way to change the format. Is this something I have to include in the actual measure itself? If so how would I write that in DAX?

You can change the format of the measure from the modelling tab:
If you're using the 'updated ribbon' preview feature, you'll see the 'Measure tools' sub menu when you select the measure.
