I have done this before, probably on a desktop download a few versions behind, because I can no longer find this feature.
Current Version: 2.124.1805.0 64-bit (December 2023)
I am trying to change the Callout Value shown on the gauge visual to be the percent instead of the dollar value. I have a measure that is the percent complete. This is what it looks like when I was able to make it before:
As you can see from the red marked value, this is the percentage complete. And by the purple marked values, the measures used in the Value and Target Value fields are dollar value measures.
I believe there used to be a place on the Formats pane where you could adjust this value, but I cannot seem to find it in the Callout Value section of the Formatting Pane.
Clicking "Reset to default" changes the value back to the Value measure's dollar amount.
Any help would be appreciated onto where this functionality has gone. Am I just missing it or was it taken away?

I'm having the same problem with having a % figure as the callout value, and I just updated to Dec 2023 version. I agree with your thought -

I'm assuming the feature is missing in the Dec 2023 version?

I am somewhat glad to know that I am not alone in having this issue! Maybe that means they will fix it in the next update...
I'm also on the Dec 2023 version. I resorted to putting a data card in the middle of the visual instead. Definitely not ideal because I had to redo 28 of them. So weird though becuase my previous visuals from before the update still have a callout value option.

I'm happy to answer your questions. If you want to display percent instead of dollar values, This can be done in three ways:
Method 1:
Changing all values to percentage of grand total:
Method 2:
you can calculate target as a percentage of max, and value as a percentage of max. The details are as follows, where there are three values: sales, target sales, and max volume:
Then we set the format of sale1 to percentage and put it into Guage:

If your data has only one sale, you can follow the following method to realize the display of percentage:
These are the possible solutions.. In the power bi gauge, we need to do a calculation to fill in a percentage of value.If you have any questions, I'll do my best to help you out.

Did you see their follow-up question to this? I'm having the same issue. There isn't a place to drag the measure for the callout value, there is just the formatting for it.
I'm sorry, I must not have been clear. I want to change only the callout value to be a percent based on a measure. This used to be possible, as you can see in my examples. But I can no longer figure out how to do this or change the measure that the callout value is showing. I want all of the other values, even when hovering to be dollar amounts, as seen below. The values seen below are not using tooltips, they are the measures in the Value and Target Value fields. I know I could use that. I am just trying to figure out how I have done this in the past so that I can replicate this exact scenario.
