Change report default language in Powerbi Desktop

I use a report that was previously created by other people. My question is how can I change the default language of my report?

Why? Because I want to use the translations builder (External Tool), but there it recognizes automatically my default language as French. I have checked the settings in Regional Settings and it is in English. The text in my report pages is in Engish too. Is there a way that I could fix this?

I need it fixed because since the translations builder identifies the default language as French, I cannot proceed and add the French language and then translate my metadata.

I have the same problem, i want to use English as default Language and German as secondary language, with the external Translation Builder Tool. In my semantic model, with use of the translation builder, it shows me the default Language as German, with no possibility to change it. I cant change it in the Transaltion Builder menu. I tried to change the localization options in the PowerBI and Windows menu, but my default language did not change. Is there some other way to change the default language?

I'm running into a comparable problem here. 

All desktop settings Dutch, but the Translation Builders sees English as the default language. So I cannot choose English as a second language, translating from Dutch to English. 

Besides that, the whole Machine Translation part is missing in the tool.
