Is it possible to change the axis text in a matrix to vertical?

HenryJS , Are you planning to display name vertically, I doubt that.
But if you want to measure on the row. There is an option. Show on Row.

HenryJS , I doubt I saw any option like that. I even checked the option again. Vertical Orientation is not there has an option

AFAIK, the matrix visual does not support to display the columns vertically. (for similar feature, it only existed an option to display the value as row that amitchandak mentioned)
Maybe you can submit an idea for your requirement to idea forum to help improve power bi visuals.Regards,
