Card visual not updating count when table's visual level filter applied

I have a card visual when I filter my table in a visual level filter the card count of field does not update. I even created a countrows measure and thought if I apply that to the card it should work but when I place the countrows measure then the drop down for choosing is not blank does not work. Therefore not allowing me to apply the measure filter to the card. 

Generally I want to be able to filter my table at visual level and see the count in that table on a card visual in the page. Also I already know of page level filters but would rather find another fix to this issue.

Visual level filters only apply to the visual they are defined on, so I wouldn't expect a card visual to react to a filter you put on another visual. If you want to filter the card visual, you need to apply a visual level filter to that card.

What measure is the card showing and what measure do you want to filter it by?

I want to put a visual level filter on the card using a measure. The measure is just a countrows(fact table) measure. but the drop down for choosing "is not blank" does not work.

For the sake of concreteness, can you give an example of what the table and card look like and what you're filtering your table by?

Also check if the measure in the card using all or allselected ?

That's got nothing to do with my question as the visual level filter will not work with a card visual this has nothing to do with edit interactions.
