Can a workspace member only add users with a lower role?

Dear Experts: 

As for Workspace roles and the permissions granted for members I have found conflicting facts about them. 

Microsoft learn says that ...

a workspace member can add members or others with lower permissions.

Some other internet source however mentions that ...

a workspace user with a workspace member role  can only add other users as contributors or viewers but not add users as members to the workspace. 

Which one of these statements is correct?

Help is much appreciated. Thank you very much in advance.

Here I am the  workspace Admin and Trainer 10 is a member:

Here I am logged in at the Trainer10 Member and I can add Delegate11 as a Member:

The Microsoft documentation is accurate regarding this. MEMBER can add other users with the roles of Member, Contributor, or Viewer to the workspace.

PBI workspace members only add member,Contributor and viewer. If you see below screenshot you will get the clarity

This screenshot I took from Microsoft documentation.
