I am trying to make a third column in a matrix that has the percentage increase (decrease) from last year to this year but can't figure out how to make this calculated field.

We can create a measure using the following DAX query:
Measure = DIVIDE ( MIN ( Table1[2019 Q1 Net Ordes.1] ) - MIN ( Table1[2018 Q1 Net Ordes] ), MIN ( Table1[2018 Q1 Net Ordes] ) )
