Calculate the number of reps completed 20 or more tasks in a given week

I have two tables

 

Table 1 = Task (Contains rows of the Owner ID and what tasks were created)

Table 2 = Number of BDRs

 

Table 2 will have two columns

Column 1 - Start of Week 

Column 2 - Calculated Measure that counts the number of reps who completed 20 tasks are more in Table Task

 

I need help on creating Column 2 - Basically I want some kind of Count by Owner ID if they completed 20 or more tasks in a given week based on the Related table Task. This will act as an "identifier" if they were present for the full week or not.

Which columns does Table 1 and Table 2 use to create the relationship?

Could you give a sample data model?
