Calculate does not evaluate properly - data is missing

The following Dax Expression returns 3 but the table has 55 under the same exact conditions.

Service Availability Last Month cr list = calculate(count(wcr_ops_MonitorTSOAvail[Service Offering Name]),wcr_ops_MonitorTSOAvail[Service Offering Name] = "CA Calagry Network Services", wcr_ops_MonitorTSOAvail[Availability Type] = "Daily")

What am I doing wrong?
