Calculate current month value based on a description from a previous month

I want to calculate a measure with current month values based on a description of last month:

The measure I created gives a blank answer:

old stage_1 = calculate(sum(Table[Balances]),filter(Table,Table[Month]=max(Table[Month])),filter(Table,Table[STAGE]="Stage_1" && Table[Month]=min(Table[Month])),ALLSELECTED(Table[Month]))

What is the rule of the stage corresponding to balances in the result table?

The stage refers to the stage description from the previous period selected (i.e 201907), the balance refers to the current period selected i.e(201910)

Refer to raw data supplied . The total balances of 201910(month selected on a filter) needs to be summed and categorised according to the Stage Descriptions from 201907(month selected on a filter)
