Calculate aggregate function by comparing 2 columns from 2 different tables.

Hi,

I have submitted date column in tableA and Start date column from tableB. Both thse tables are connected through soe third column.

I want to create a measure that calculates aggregate function when Financial year of submitted date[tableA]= financial year of Start date[tableB].

 

I tried using functions like RELATED and variables. It isn't working. 

Kindly help me how to go about.
