Calculate Quartile and Quintile for a given year and row based on proportion calculated in measure

I want to calculate quartile and quintile ranks for a series of proportions for displaying on a map visualisation.

The proportion as shown in the table above is a measure in the main Fact table, the other columns (reporting_period, AreaCode and RowLabel) are each in their own Dimension tables.

For a given reporting period and row label I want to calculate the quartile and quintile ranks for each proportion, on the map the user can select one reporting period and one row label to be displayed.

How would I go about calculating quartile/quintile ranks for each proportion?
