Calculate Number of Complete months

How do I create a measure that shows the number of max completed months?

So, if we are in March now, I want to create a measure that has the number 2, as Jan and Feb are complete.

Complete monthes = DATEDIFF(DATE(YEAR(TODAY()),1,1), TODAY(), MONTH)
